That's rather sad. Is the marker one that was designed to hold a photo? Most of the cast iron markers I've seen had a frame with glass, although I've yet to see one where the paper (photo or document) under the glass was still legible.
I have seen at least 30 of these in my area of SC Kansas, with a few still containing paper behind glass that has the persons name and birth and death information. Most however, look like this.
