Opening Graves in Potter's Field

I've blogged about Eastside Cemetery before. There are two areas within the cemetery considered potter's fields. The original section, aka city ground and another called county ground. The original section has very few marked graves.

    Why are they opening graves in Potter's Field?

    For burials. The County reimbursed the cemetery association for digging the graves for the burial of the poor. This was the amount submitted for reimbursement during one of the county commissioner meetings.
